What you get as a partner agency

We work with licensed agencies that place workers responsibly and want long-term cooperation.

Verified job orders

Every job order is backed by a demand letter from a real Serbian employer. No speculative requests and no collecting CVs for jobs that do not exist.

Salary and conditions up front

Each position states the number of workers, salary, working hours, accommodation and a full job description, so you can brief candidates honestly.

Clear job content

Job orders state what the work involves, for example handling pork, beef or alcohol, night shifts or heavy lifting, so candidates decide with full information.

Serbian side handled by us

We prepare employer documents, file the single permit for residence and work and coordinate the type D visa. You focus on candidates and the outbound procedure.

Lawful agency employment

As a temporary employment agency we employ workers under the Serbian Agency Employment Act, with equal treatment to comparable employees of the user company.

Direct line to the CEO

You work directly with Aleksandar Jovanović, CEO, not with a call centre.

Source countries

Each country has its own outbound procedure. See what applies to your agency.

How the cooperation works

From cooperation agreement to workers on site, in five steps.

1

Cooperation agreement

We verify your licence and company details and sign a cooperation agreement that sets out responsibilities, timelines and candidate standards.

2

Verified job orders

You receive job orders backed by a demand letter from a Serbian employer: number of workers, salary, working conditions, accommodation, job description, required qualifications, experience and preferred source country.

3

Candidate submission

You submit candidates with CV, passport copy, qualifications, diplomas and certified translations. We pre-screen and present them to the employer.

4

Selection and documents

The employer interviews and selects candidates. We obtain the single permit for residence and work in Serbia, while you complete the outbound procedure in your country.

5

Visa, travel and aftercare

Workers apply for the type D visa and travel to Serbia. As the employing agency, we support them throughout the assignment and keep you informed.

What we require from partner agencies

  • A valid recruitment licence in your country and company registration documents.
  • Ability to complete the outbound procedure for your candidates, such as a DoFE labour permit, BMET clearance or DMW processing.
  • Complete candidate files: CV, passport copy, qualifications, diplomas and certified English translations, and references from previous employers where available.
  • Honest briefing of candidates on salary, working conditions, accommodation and job content, exactly as stated in the job order.
  • Compliance with the laws of your country and of Serbia.

Who the employers are

Job orders come from companies in Serbia and the region, including Montenegro, Republika Srpska, Croatia, Romania and North Macedonia. Typical positions are in construction trades, manufacturing and production lines, bakeries and food production, hotels and restaurants, logistics and warehousing, drivers and agriculture.

Every employer first signs a statement of interest in cooperation and then provides a demand letter for each position. Only then do we share the job order with partner agencies.

Working in Serbia: the legal framework

Single permit. Since 1 February 2024, foreign workers in Serbia receive a single permit for residence and work, issued by the Ministry of Interior. The application is filed online, by the worker or by the employer on the worker's behalf, and the legal deadline for a decision is 15 days from a complete application. The permit can be issued for up to three years and renewed.

Visa first. Nationals who need a visa for Serbia first obtain a type D visa for employment. The application can be filed online or at a Serbian embassy, and the employer can file it with a power of attorney.

Labour market test. The National Employment Service carries out a labour market test as part of the single permit application. Since 1 March 2025 it is no longer required for the type D visa itself.

Worker protection. Under the Agency Employment Act, a temporary employment agency may not charge the worker any fee, and an assigned worker is entitled to the same working conditions as a comparable employee of the user company.

Rules change. We check the current procedure for every job order and share it with you before candidates are submitted.

Frequently asked questions

A temporary employment agency employs workers and assigns them to a user company, under the Agency Employment Act (Official Gazette RS 86/2019). The agency is the legal employer, and the assigned worker is entitled to the same working conditions as comparable employees of the user company.

Either NKnet Consulting, as the employing agency, or the Serbian company directly, if it imports workers in its own name. Each job order states which model applies, and we prepare the contract draft in both cases.

It is the Serbian employer's written statement of intent to employ: number of workers, positions, salary, working conditions, accommodation and job description. Employers give it to us, and we use it in permit applications and share it with partner agencies.

The legal deadline for a decision on the single permit for residence and work is 15 days from a complete application. Total time also depends on the outbound procedure in the worker's country and on visa appointments.

Changing employer requires approval from the National Employment Service. If a job ends, the worker has 30 days to sign a new contract. We manage these situations for workers we employ.

No. Under the Agency Employment Act, a temporary employment agency in Serbia may not charge the worker any fee.
